In Q3 2021, the sales volume and sales revenue of China’s real estate sector contracted to 417mn m2 and RMB 4,186bn, representing y/y decreases of 12.5% and 14.1%, respectively. In addition, after intense discussions for many years, China announced plans to pilot the property tax reforms in certain regions, which indicated that the country’s collection of property tax has stepped into a substantive stage. Many local governments adopted stricter measures—such as purchasing limitations, loan restrictions, and price controls—to curb the fast-rising property prices and prevent the regional real estate markets from getting overheated. But those restraining policies—together with the pilot of the property tax reforms—significantly raised the transaction and holding costs of properties, resulting in the sector’s apparent demand reduction. Moreover, many potential real estate buyers decelerated (or suspended) their purchasing processes due to the expectation that the government will further tighten regulations to make properties more affordable—which also restrained the sales results of China’s real estate sector to a great extent.
