Oil and gas is the 13th biggest sector of Mexican economy, accounting for 2.3% of the country’s GDP, 0.3% of the employment, 6.1% of national exports and 21% of government revenues in 2015. For the last 78 years, the sector has been dominated by the state-run energy company Petroleos Mexicanos (Pemex), which has monopolysed the activities across the entire oil and gas value chain from exploration, drilling and refining to transportation, sales and exports. In an effort to promote the development of the domestic energy sector, the government launched a far-reaching Energy Reform at the end of 2013 to allow the participation of foreign companies in the oil and gas sector. The Energy Reform set four rounds of competitive bidding auctions for oil and gas exploration concessions to be held between 2015 and 2019. The reform will reshape the structure of the Mexican oil and gas industry and define the country’s energy security.
