The institution was established on November 29, 1972 with the creation of the Institute for the Development of Caldas "IDECA", being governor Oscar Salazar Chavez. The company's corporate purpose is the management of its investments and the provision of financial services to territorial entities and legal persons of public and private law, which are intended for the provision of a public service, or tend to satisfy a basic need of community. It is a state entity attached to the department of Caldas.
