The company was established in November 1981 and went public in 1997. In 1997, it obtained ISO-9001 quality system certification. In October 1999, its stock went listed on OTC trading. In 2001, it completed ISO-90012000 quality system replacement; it became the first first E-PARTNER of IBM in Asia (apart from Japan); and it also become one of the eight certified Gold Members of Taiwan Microsoft. In August 2001 it invested in Shanghai and Hangzhou.
