Established on November 23, 1977, Roo Hsing Garment Co., Ltd. exclusively produced jeans. In 1983 it started to produce slacks and in 1986 produce suit trousers and women clothes. In 1994 the company invested in Vietnam and set up Roo Hsing Garment (International) Co., Ltd. as Vietnam's first one hundred percent of foreign-owned garment manufacturing company. In 1997 the company made IPO, and at the same year it set up Roo Hsing Garment (Cambodia) Co., Ltd. and put into operation in November. The company’s shares were traded in emerging stock market on December 16, 1999. In 2000 it set up a subsidiary in Nicaragua and El Salvador of Central America. The company’s products are mainly sold in he United States, Canada, Europe and Japan. Among them the United States is the world's largest apparel consumer market., and The GAP, TOMMYHILFIGER, THELIMITED, JCPENNY, ANNTAYLOR, POLOCLUB, OLDNAVY, EDDIEBAUER, NORTHERNREFLECTIONS and other clothing are all the company’s long-term partners.
