The subject was established in 1999 as a State company, under the management of the Ministry of Transportation with the core business of providing service of sending Vietnamese workers to work abroad. The company has equitized in 2005 and its businesses have expanded to many fields such as Information Technology & Science, Transport & Healthcare, Education & Environment, etc.However, the subject is being investigated by the police agency because it is related to cases of violation of regulations on bidding, causing serious consequences.Two of the subject's erroneous projects include:1. Construction investment project of Dong Nai General Hospital was approved by the People's Committee of Dong Nai province, adjusting the investment in Decision No. 1872/QD-UBND dated July 21, 2010, with a total investment of VND 1,904 billion. Dong Nai General Hospital is the investor.In the process of making project adjustment documents, bidding documents for 12 bidding packages for procurement of medical equipment under the project in the period from 2013 to 2015, officers from the investor, AIC., JSC (the subject), consulting units for project formulation, bidding documents preparation, bid evaluation has colluded the price appraisal unit, inflated the value of equipment in adjusting the total investment and bid package price, colluded to commit fraud in bidding, seriously violated the Bidding Law to AIC.,JSC (the subject), which won 12 bidding packages with a total value of VND 476.87 billion, causing damage to State property, initially determined to be VND 152 billion.2. At the Quang Ninh Obstetrics and Children's Hospital project, on August 18, 2022, the Investigation Police Agency issued a decision to prosecute the case and prosecute 8 defendants for the crime of "violating regulations on bidding, causing serious consequences", occurred at AIC.,JSC (the subject) and Quang Ninh Children's Hospital.The initial investigation results determined that the investment project to purchase equipment for the Quang Ninh Provincial Hospital of Obstetrics and Gynecology was approved in 2012 with a total investment of more than VND 238 billion, invested by the Department of Health.According to the investigative agency, the defendants have colluded with the valuation consulting unit to issue the appraisal certificate at a price higher than the market price, hooking up with the contractor and AIC Company to raise the price. medical equipment, causing damage to State property worth VND 73 billion.On January 4, 2023, the Hanoi People's Court decided to sentence defendant Nguyen Thi Thanh Nhan (former chairwoman) to 16 years in prison for the crime of "violating regulations on bidding, causing serious consequences" and 14 years in prison for the crime of “Giving bribes”, total is 30 years in prison. The defendant Tran Manh Ha (former Deputy General Director) sentenced to 13 years in prison for “Violating regulations on bidding causing serious consequences” and 12 years in prison for the crime of “Bribery”, total is 25 years in prison. These two defendants are currently wanted.We visited the registered address at No. 69 Tue Tinh Street, Nguyen Du Ward, Hai Ba Trung District, Ha Noi City but this building is repairing. A receptionist at the transaction office at No. 181 Ba Trieu Street, Le Dai Hanh Ward, Hai Ba Trung District, Ha Noi City shared that in this phase, the subject hardly appears the new transactions. Most of the company's employees have retired. In this case, we advise that the transaction should not be proceeded.
