Brazil's transport infrastructure sector has seen an influx of private players following several waves of privatisation that began in the late 1990s, and looks set to continue with various actions promoted by the federal government to attract private investments. The Investment Partnership Programme (PPI), established in 2016, has promoted tenders to grant concessions in all four segments (railways, roadways, airports, and ports and waterways) and is still used today as the main regulatory framework for promoting concessions to private companies. All this has provoked an increasing number of private companies that operate assets under concession over time, although the presence of private companies varies in each segment. The new administration of President Lula da Silva (which began in 2023) has maintained the programme during his term, but announced that the aim was to target social impact. As of mid-July 2024, the PPI programme had 209 ongoing projects in a wide range of areas (such as environment, energy, defence, mining, tourism, social infrastructure, urban infrastructure, transport and agriculture, among others) although 62% of those ongoing projects are in two areas - transport (84 projects) and urban infrastructure (47 projects).
