Brazil is one of the largest motor vehicle manufacturers and leading automotive markets in the world. The Brazilian motor vehicle industry specialises in the production of passenger cars, with the domestic market the main focus. However, the industry has been experiencing changes over the past decade. Motor vehicle sales reached a record high in 2012, followed by a production record in 2013, with passenger cars leading the way. However, the industry failed to replicate those volumes in the following ten years. In 2023, motor vehicle production and sales were unable to surpass the pre-pandemic level of 2019, with the performance of passenger cars way below expectations. Over 2018-2023, the Brazilian motor vehicle industry began to increase the production of light commercial vehicles, aiming to capitalise on the increasing global and domestic demand for medium and large-size motor vehicles. The demand for EVs in Brazil also increased solidly over the 2018-2023 period, and in 2023 electric passenger cars represented 5.4% of total passenger car sales. In this context, the Brazilian government launched a new automotive plan known as the MOVER Programme to foster the production of EVs in Brazil. Motor vehicle manufacturers announced new investment projects in Q1 2024, with a combined budget ranging between USD 19bn and USD 20bn. The main objective is to enhance the production of light commercial vehicles and EVs using the fiscal incentives offered by the MOVER Programme.
