Brazil's pharmaceutical and healthcare sector encountered problems during the COVID-19 pandemic, including shortages of drugs and active pharmaceutical ingredients (APIs), rapid price increases for pharmaceutical products and strained finances in the private health insurance system. Nonetheless, the sector was able to tackle these challenges with a sharp rise in public health spending in 2020-2021 and by adjustments in the private sector that were geared towards improving profitability, such as the vertical integration of private health insurers with private health centre operators. In the post pandemic period, the sector will have to adjust to a decrease in public health spending due to budget restrictions, mostly at the federal level, and will continue to battle with chronic issues, such as a poor geographical distribution of the medical workforce. The domestic pharmaceutical manufacturing segment, although quite developed for Latin American standards, is broadly specialised in generics and cannot compete with foreign players for high cost drugs, leading to increasingly large external trade imbalances in pharmaceuticals.
