Brazil's transportation sector is a fundamental pillar of the economy, supporting the country's position as a global leader in agricultural and mineral exports. In 2023, the transportation and logistics sector contributed 3.1% to Brazil's GDP, while logistics costs accounted for a significant 12% of GDP, well above the 8% observed in high-income countries such as the US, according to The Cooperative Logistics Network. These costs can escalate to 15%-20% in many middle-income countries and up to 30% in low-income or geographically disadvantaged nations, according to the World Bank. In terms of the sector's structure, road transport dominates, handling 64.9% of domestic cargo, as of August 2024, followed by waterways (15.7%) and railways (15%). Passenger mobility has rebounded strongly, with 2.69bn passengers transported in 2023, a 6.2% y/y increase, driven by increased use of urban rail systems and the regional aviation recovery. Port cargo volumes grew by 6.9% y/y to reach 1.3bn tonnes in 2023, led by bulk commodities, such as soybeans, iron ore and maize. This growth is expected to accelerate, with port modernisation projects under the General Waterway Grant Plan (PGO) set to increase capacity in critical hubs, including Santos Port. Despite these advances, 78.5% of Brazil's 1.72mn km road network remains unpaved, underscoring the urgency of investment programmes such as the New Growth Acceleration Programme (Novo PAC) to enhance connectivity and reduce logistical bottlenecks.
