Colombia Infrastructure Sector Report 2023 - 2024

Transport infrastructure in Colombia has been improving thanks to the promotion of private participation in the development and operation of roads, ports and airports. Since the start of the Fourth Generation (4G) development programme in 2012, through to mid-2023, COP 42tn out of a total capital expenditure (CAPEX) of COP 56tn has been invested in infrastructure projects. At the same point, the execution of the works had reached 77%. With the Fifth Generation (5G) programme, the scope is extended to airports, ports and railways, in addition to the highways where investments of close to COP 50tn are expected in the 2022-2026 period. Regarding the energy infrastructure, even though Colombia has one of the cleanest mix of energy generation in the world, the development of non-conventional energy sources continues to be promoted, mainly to achieve access for the entire population, and particularly those from more remote areas, with reduced prices. For its part, oil and gas activities are mainly concentrated in the state company Ecopetrol in the upstream, midstream and downstream segments, although the sector is open to private participation through exploration and exploitation concessions, independently or through alliances with the state company.
