The Colombian oil and gas sector is a traditionally export-oriented industry of great importance for the country’s foreign trade and economic activity. In 2020, the sector accounted for 4.3% of the country’s GDP and 28.1% of its export value, even after years of relative decline caused by the end of the commodities boom cycle in 2014 and aggravated by the COVID-19 pandemic in 2020. The sector is characterised by significant market concentration, resulting from its monopolistic nature up to the early 2000s. Even after liberalising the sector around those years, the state-owned conglomerate Ecopetrol and its subsidiaries were still responsible for 75% of the country’s hydrocarbons production in 2020, as well as the bulk of domestic refining and transport capacity. ​
