Consumption of high value-added Internet-based services has grown in Malaysia prior to, during and after the COVID-19 pandemic. This trend has shaped the structure of the domestic ICT sector in several ways. First, the intensive use of Internet-based services fostered competition among telecom companies to capitalise on this expanding demand. The companies which dominate the mobile telephony market (e.g. CelcomDigi and Maxis) started moving into he fixed broadband market, whereas the market leader of the fixed broadband segment (Telekom) expanded its operations to the provision of 5G services. Second, fibre optic networks were deployed to satisfy the demand for Internet-based services through fixed broadband. Moreover, fibre optic technology allows companies to offer not only fixed broadband services, but also affordable bundled packages (fibre optic fixed broadband services, VoIP fixed telephony services and IPTV services). Third, the pay TV segment is facing heavy competition with the increasing use of OTT platforms through fixed broadband services. Fourth, companies will have to invest large amounts of money deploy 5G services in the mobile broadband market. Fifth, the government launched a national digital infrastructure plan in 2020 to foster fixed and mobile broadband connectivity.
