The renewable energy (RE) sector in Emerging Europe* has seen stellar growth over the past few years on the back of supportive government policies as countries across the region seek to diversify their energy mix and most recently reduce their dependence on Russia's energy supplies. The European energy crisis, sparked by Russia's invasion of Ukraine in February 2022, acted as a catalyst for countries in the region to double efforts to deploy more renewables-based capacity. These efforts are in line with the European Union's (EU's) REPowerEU plan that seeks to end the block's reliance on Russian fossil fuels "well before 2030" and rapidly reduce the dependence as soon as 2027. It aims to increase the share of renewables in final energy consumption overall to 45% by the end of 2030. In November 2022, the European Commission proposed a temporary emergency regulation for accelerating the deployment of RE. Its main aim is to simplify permit-granting procedures for renewable energy projects, particularly for solar installations, heat pumps and projects involving re-powering renewable energy plants.
